How do I turn OFF picture manager?

Picture Manager grabs all my downloades--I can no longer open a PDF (Have
downloaded latest software, it's there) Help
 
Hold down your CTRL button & put a finger in your left ear as you click on
the thing with your mouse. That should fix it.
