How Do I Turn Off Auto Scroll?

I've seen on some notebooks with external mouse connected, an auto scroll
feature appears in IE6, the black circle with arrows up and down, you move
your mouse and the page scrolls.

I've never figured out where to disable this...any help?

Have you examined the configuration options in the mouse software itself?
