I found two answers for that error:

If that doesn't work, try running Help -> Detect and Repair in
Outlook, then reinstall ActiveSync.

"Which version of ActiveSync are you using? Assuming you are using AS 4.1,
ensure that your Outlook is in the online mode while setting up the first
sync. If you have already setup the partnership, delete and recreate it.
To delete and recreate the partnership --
1. Disconnect the PPC from the computer.
2. In Activesync -> File -> Delete Partnership.
3. Connect the device and follow the onscreen
instructions to setup a new partnership.
