how do I stop Outlook from running in background to load ACT

I am trying to load ACT 2007 though the program will not install because it
says I need to close Outlook (2003) even though I do not have outlook open.
I suspect it is running in the background and I would like to turn it off
completely so I can finsh installing ACT.
 
I went to task manager and Outlook doesn't show running. Thankfully and for
whatever reason I tried running ACT installer again and the it finally did
install. Thank you for your response.
