How do I stop IE 6 from opening up in Windows Explorer window?

When I hit a keyboard shortcut to open Internet Explorer, if the Windows Explorer window is the active window, the home web page shows up in the window where the files are listed, rather than as a new window. How can I get IE to open in a new window? [If Windows Explorer is NOT the active window, the home web page DOES show up as a new window.]
 
In IE, go to:
Tools -> Internet Options -> Advanced.
Look under 'browsing' for the option 'Reuse Windows for
launching Shortcuts'.
Uncheck that box, click apply.

Good idea. But it is unchecked. Just to verify. I checked it -- applied -- tried it, then unchecked it -- applied -- said "ok". Problem remains.
