How do I stop FrontPage from opening a new page, every time?

One way is Tools | Options check "Open last Web automatically when Front Page
starts". This is good if you only manage one site but may be a booger if you
manage several.
 
I have set up a shortcut to FP on my desktop

Under target, I placed:
"C:\Program Files\Microsoft Office\Office10\FRONTPG.EXE" "%USERPROFILE%\my
documents\My Webs\myweb\index.html" which opens FP in my home page (on local
disk)

I am not sure how I arrived at this, but it is very useful.

If you have many webs, you could set up a shortcut for each and put them all
in a folder.

I tried it and when I save the link it's being interpreted as a web address.
The backslashes are being automatically changed to forward slashes. Could
you get into a little more detail. Plus I'm using office 2003. I'm not even
sure how to create an icon from scratch in XP.

Hmm,

Trying to assist remotely can be a problem :-)

I use Windows XP Home - I don't go anywhere near Office (although this is the name of the folder Frontpage is installed into)

I would try this
a.. Go to the Desktop
b.. Right Click
c.. Select New|Shortcut
d.. A Create Shortcut wizard opens
e.. In the box "Type location of the Item" cut and paste the path below (careful - this is for FrontPage 2002, so yours might be different)
f.. In the box "Type a name for this shortctut" enter something meaningful
g.. Click Finish
h.. Test the shortcut
