I have been told that I need to adjust Norton Antivirus so that the
floppy disk does not spin when various thoings are executed. Also it
spins for a few seconds when I shutdown. What file do I fix?

Not a file, but an option setting. Symantec don't make it easy to
find!

You must be Administrator for the Configure menu tab to appear.

Configure
File System Auto-protect
Click the Advanced button
Click the Floppies button
Check "Do not check floppies upon system shutdown"

Don't know about the spinning while the system is up. Never happened to
me when using Norton Internet Security (which includes Norton
AntiVirus). The floppy is scanned when you shutdown to check if it is
infected (because if it is in the drive then it gets read during bootup,
and if infected can cause damage before the operating system on your
hard drive gets loaded and before any anti-virus software installed on
that hard drive can protect you). There is an option in NAV to disable
the scan of the floppy. I don't have NAV installed anymore so you'll
just have to take the time and expend the effort to wander through the
options to find it yourself.
