I want my PPT presentation to open in a new frame when selected by the user
of our web site. I don't want them have to answer the questions "Do you want
to open or save this file?" I also don't want them to be able to save the
file and use it for themselves or change the content on our original
presentation.

Using a comversion software to convert your PPT to flash seems to meet
all your requirements. You can have a look at PPT2Flash (both
Professional version and Standard version) at
http://www.sameshow.com
1. auto open in a new frame
The converted flash can be played automatically wihtin a new html page
2. protect
Flash wll protect your presentation from being copied or changed at
will.

If you want to post it AS a PPT, you can't control this. When you do that, the
browser downloads your PPT to the local user's computer which then opens it in
the local copy of PowerPoint or the Viewer. The browser itself cannot display
PPT files, it just looks that way, sometimes.

You may be better off converting to HTML or Flash or PDF or some other format,
depending on your needs and the content of the presentation.
