I want to sort my categories and then broadcast an email to only those
contacts. How is this done? I am using Outlook 2003

Explain more clearly what you want to do.
"Sort my categories?" Category sort is meaningless and impossible, since any
contact may be listed
under multiple categories.

I have categorized my contacts by the type of industry that they are in. I
want to be able to sort and then broadcast industry specific emails to those
contacts. How is this accomplished?

That's what the By Category view of your Contacts Folder is for. Just click
on the Category > Actions > New Message to Contact.
