How do I show all Start Menu Progs all the time?

Platform: Window XP Pro, Classic Start Menu

How do I show all the Start Menu Programs all the time? I want to turn off
the feature that just shows the most recently accessed programs. I always
have to click the double down-arrow to see the whole list.
 
The double down arrows appear when there is not enough room on the screen to
display the entire list.

You need to organize the programs on the menu into separate, flyout folders
which will significantly reduce the amount of space needed.

First, decide how you want the programs organized. On my system I have a
folder for all of the utilities, another for all of the graphics programs,
another for all of the office programs, and etc.

Click Start and then right click All Programs and select Explore All Users,
this will open Windows Explorer with the Start folder selected. Click
Programs to view all of the files on the All Programs menu. Right click to
create the new folders and then move the individual files into the
appropriate folder that you just created.

When you are finished, select the All Programs menu, you will see the
folders that you created and these folders will "flyout" when you select
them to show the programs in that folder.
 
Right click Start menu > Properties > Customize > Advanced tab >Scroll down
and Uncheck "Scroll programs"

Oh....
I use the XP start menu and it doesnot show the most recently used items,
but i just tried the classic and then i realize what you are asking.Here is
the solution :
Right click Start menu > Properties > Click "Customize" > Scroll down and
uncheck "Use Personilezed Menu"

Thank you Ayush! Unchecking "Use Personalized Menu" was indeed the fix!
