How do I share one POP3 [gmail] with two Outlook users on one PC?

The user that hits send/receive first sees the new mail in their Outlook
inbox. The second user does not receive that same mail.
Gmail settings are per the Google instructions.

This refers to 2 users set up in Windows XP on the same terminal.

gmail won't allow the downloading of the same message more than once. It's
not a typical POP server in that regard. DL's advice is probably the best
bet.
