how do I share a distribution list with others?

I'm using Outlook 2003 and would like to share several distribution lists
with others. The online help from Microsoft gives instructions, but it does
not work.
 
That doesn't help us much. Which instructions do not work?
The instructions that have always worked are to insert the DL as an Outlook
Item in an RTF email message and send them to another Outlook user.
