how do i share 1 set of contacts between two users?

I have two uers who need to use the same contacts. One user has her own
contacts and the other has their's, they want to merge both contacts into one
and then both have access to the same contacts and also if one updates the
contacts on her PC it will update the list on the other users.
Can this be done in Outlook 2000?

It can be done if you're using Exchange.
 
Yes I am using exchange 2003
Could you guide me on how to go about setting this up.

Create a Public Folder Contacts folder and copy the contacts you want to
share to it. Update that folder and everyone will see the updates.
