how do I setup a scheduled recurring e-mail

Looking to setup a recurring e-mail for the office workers, as a reminder of
a weekly event.

Well, "office" means company e-mails and that might mean you are using
Exchange. You never mentioned what mail server you use. For
Exchange, why can't you send meeting requests? You also never
mentioned what "event" you are asking about, and meetings are events.
