how do i set up rules to run when i am off line in Outlook

i would like to run rules on email messages that are recieved while i am not
online (connected to the corporate outlook exchange server)
Currently when i am off line and try to access the rules wizard i get an
error message saying i can not access any rules while offline.

can rules be activated while offline if so how?

Your rules are hosted on the Exchange server, so naturally you can't access
them while offline. By the way, if you're offline, how do you expect to
receive mail? Your Exchange mailbox can receive it and the server-side
rules will run even when you're offline, but you won't see the incoming
messages until you go online.
 
That helps explain some things but does not solve my problem. more info: I
use Outlook to also connect to a different ISP (comcast). While connected to
that ISP i want to run rules. Do i need to set up a different profile,
account, etc.?

A separate profile is what I'd use. Then you can have the messages
delivered to a local PST for than profile and rules will then be stored in
that PST and will execute locally.
