How do I set up calander/reminder program in Outlook?

At my previous job, my computer had a Outlook calander/reminder program that
ran daily. I could set appointments and reminders, by hour, day, week, month
or year.
I do not have this in my basic Outlook program at my new employer, but I
would benefit greatly from it.
Can this be downloaded and added to my daily computer routine?

We have no idea as you have not provided the name of the application that
did this, your previous Outlook version, your current Outlook version, or
what the application did that Outlook does not already do.

I have Outlook Express. I do not know what version. I also do not know what
Outlook program my old employer provided.

Then I suspect you're not using Outlook, since every Outlook version
contains a calendar.

Outlook Express cannot be integrated with a calendar. You need Outlook for
integrated mail and calendar. However, there are many free and commercial
calendar apps that can be had for Windows. Google can help you find them.
