I need a chart that starts with the 'budget", then adds or subtracts the
over/(under) budget items to get to the "actual" figure.

Bear in mind that PPT has a basic data sheet that doesn't do calculations.
So you may prefer to do this chart in Excel. Or just plug in the appropriate
data -- not the formula.
