How do I set up a recruitment database?

I am the Human Resources Director and Financial Comptoller for a U.S.
Embassy; and would like to set up a databse to enter data on applicants for
new positions. My staff would then be able to produce reports summarizing
key infmation such as the number of applicants on advertised positions; and
whether they have applied for positions at the embassy before.
 
If I have to explain it all to you it would take months...smile! I can
develop this database for you in a couple of weeks if you want to contract it

You've posted in a newsgroup dedicated to supporting Microsoft Access, a
relational database product.

How is it that you've determined that this is the tool you wish to use?

What experience do you have developing database applications? ... in Access?

Are you likely to be recording critical/sensitive/private facts and are
there government regulations governing what/how you can store data?

Have you checked at Google.com and at the Microsoft site for templates or
existing systems related to Human Resources?

If you are working through the US Diplomatic Service, how is this need met
in other embassies?
