How do I set up a common calendar to track a departments vacation

Basic goal is to create an electronic in/out board for the office. Group
calendar where individuals can post time out of the office so that others in
the group can view.
 
Set up a calendar in the Public Folders. The other option is to create a new
account and add everyone as a delegate with the appropriate rights and then
help them all add that mailbox. However, the first solution is going to be
much less time consuming
