I am creating a presentation using many photos - one per page. The insertion
size is much larger than I would like and I would like to avoid having to
re-size every photo after I have inserted them. Is there a way to set up a
template to help me with this?

In addition to Michael's suggestions, there's also this:

BATCH IMPORT images into PowerPoint
http://www.pptfaq.com/FAQ00050.htm

If batch import is not a requirement, you can use an AutoShape to
predetermine the size of your photos. Right click on the AutoShape, then
select Format AutoShape. In Fill, select Fill Effects. Click on the Picture
tab. Browse to find the desired photo. Check Lock picture aspect ratio.
Repeat for each picture.

Or insert, picture from file and then use the hammer tool from the free PPTools
Starter Set (http://www.pptools.com/starterset/) to whack them into size/place
with only one click.
