how do I set file explorer to start in folder view?

I've looked for an answer to this, but to no avail. I am
on WIN XP Pro, and I always use the folder view in file
explorer, but it always starts up with only one pane, or
with the task pane. I've changed every setting I can
find, but it keeps popping up without the folder pane.
What do I need to do?

Common Tasks View - Disable or Enable (Line 78)

To use the Regedit: Save the REG File to your hard disk. Double click it
and answer yes to the import prompt. REG files can be viewed in Notepad by
right clicking on the file and selecting Edit.
