How do I save background transparency settings in powerpoint?

I have edited the background images to that the background picture doesn't
over power my text. I've done this by increasing the transparency of the
background. However, everytime I save my powerpoint and re-open it, the
transparency settings are back to 0%.
 
Which version and HOW did you adjust the transparency?

I'd be tempted to adjust brightness & contrast instead.
 
Yeah, PPT 2007 at least (might be possible in previous versions, too, I
don't know) allows you to apply transparency to the background images ...
but since a background cannot actually be transparent, it doesn't maintain
those settings. I consider it a bug, but it's a minor one in the grand
scheme of things, so I doubt it will be fixed.

As John says, try using brightness and contrast to adjust the image instead.
Or, adjust it with the transparency as you've done, then select it and cut
it, then Paste Special (Home Tab) and choose PNG. The image will then look
transparent, but it won't actually be transparent. If the image is embedded
in the background and isn't just an image on the background, right-click on
the edge of the slide and choose Save Background (choose PNG from the "save
as type" dropdown).
