Get into Bios then set Floppy drive as the first boot device then boot the
floppy.

This page has the instructions for what to do with it:
http://oca.microsoft.com/en/windiag.asp

But since it does create a boot disk, you must set up your system to boot
from a floppy disk before the hard disk. Exactly how you adjust the boot
sequence to do this depends on your system, so you'll need to check the
manual. It's done from the system BIOS setup, and you get at this by
pressing a key when the system is powered on. You may find that the
system is already set to boot from floppy first.
