How do I restore setting so I can use them all?

I am still having problems. With the settings. All of it is in dark
settings, so you can't retrieve it.

What on earth is "it"? Is this an Access question?

Yes, this is a Microsoft Access 2003 question. All I want to know is how to
restore settings to this application.
 
Which settings? Windows registry? Startup? Are you trying to restore the
Default options? More info needed.

Please feel free to type complete sentences and explain EXACTLY what you
need as though you are speaking to folks who can't see your screen and have
no idea what features you are missing.

Spell it out for us.
 
First I installed my software, which was Microsoft Office Professional
Editition 2003 and I was just checking out all it had to offer, all is
working well except Access 2003 of this same Edition. It said it download
software successfully but when I go to click on Access 2003 I get a blackish
gray background and at the top where it has File, Edit, View, Insert, Format,
Tools, Windows, Help when I click on each one of these it has like one or two
things you can go to I would like to know how I can see the rest of the other
things it has to offer and maybe not see a blackish gray background it is
where I can't type or do anything, like assignments. It will not allow me to
go to the main screen and do things like I can in Words Documents.

Many Access menu commands are disabled until an object that the command
could be applied to is selected. And unlike Word or Excel, Access does not
automatically create any new objects when you open it. There is a good
reason for this, in that Access applications and databases can contain many
different types of objects, such as tables, queries, forms and reports.
There is no way for Access to 'know' when you open it what type of object
you may want to create.

To explore further, you can create a new database or open the 'Northwind'
sample database. If you did a full installation and accepted the default
settings, you should find Northwind.mdb in your Program Files\Microsoft
Office\Office11\Samples folder.

If I'm understanding you correctly, this is normal behaviour for Access.

Sometimes, the rest of the items on a menu (i.e. the File, Edit menu, etc)
is not visible. You can get to them by placing your cursor at the bottom of
the menu (i.e. where the down arrow like symbol is). The rest of the menu
selection will then be displayed.

Well, Access is not Word. You dont do things in Access like you do things in
Word. Each of them is designed to do something very specific and very
different. Word is used to create documents and everything that goes with
documents (i.e. sentences, paragraphs, presentations, graphics, pictures,
different fonts, etc.) Access is used to process and organize data /
information that's otherwise unorganized, mundane and repetitive. One thing
that Access doesnt do that Word does is what you have found out on your own.
Access does not let you do anything until you create a database. To create a
database, choose File>>New. Access will then walk you through the creation
of a database. Once you have created a database then you'll notice you can
do a lot more stuff. From there, the sky is the limit. Have fun.

If you are opening Access for the first time but have not created a
database/objects, most of Access' functionalities will remain greyed
out. When you installed Microsoft Office Access 2003, a sample Access
database file (Northwind.mdb) was created. To open the sample db, go to
Help > Sample databases and select Northwind Sample database. Once the
db is open, you will be able to use most of the tools and commands
Access provides and begin learning about relational databases.
