how do i restore files from backupsmade using a previous version of windows?

In Windows Mail go to Top left Corner - Tools Bar > File > Import
and select from the Menu what ever you want and follow instructions...
 
You will need to use the version of Windows that created it. Depending on
size, availability of compatible removable media, etc. you can transport the
backup to a friend who is running the proper version. You can reinstall
that version in another partition (won't take lots of space because you only
need to install the base program to run your restore) or you can install and
run it in a Virtual Machine.
Others may have better suggestions but you can consider these for now.
