How do I remove settimgs and driver for a Network Adapter Card that's no longer physically installed

I recently replaced a network adapter card and when I was setting the
IP address, gateway, DNS etc Windows warned me that the IP was already
assigned to the old network card which is no longer installed.

How do I remove all the drivers and settings for a removed network
adapter card?

Sounds like you just jerked the card, without removing it in Device
Manager. Remove it in Device Manager (View, Show Hidden if necessary)
and things will work a lot better.
