How do I reinstall Windows XP

My XP CD is an oem version. I have made copies of my files on CD. How do I reinstall Windows without formating the hard drive? I have not unistalled Win XP, and when I install the Win XP CD nothing happens Do I have to uninstall it to reinstall it? I was hoping that I could just start the XP CD and it would reinstall it/repair the problem. The company I bought the Windows XP CD from sent the CD back to Microsoft where it was tested and okay'd. The reason I am doing this is because my floppy drive has not worked at all since I installed it in a new computer. Everytime I try to open a floppy disc, the message/popup appears that says, "You do not have access to the folder 'A:\'. See your administrator for access to this folder." I am the administrator and the only one using the computer. I tried to change my password to see if that would allow my access, and it won't let me. It just keeps telling me that I am entering the wrong password, and I am not. Maybe I should just format the hard drive and start all over. I have tried installing another floppy drive and that didn't work. It says that one is installed, and I inserted a floppy disc and and then started the computer, it read the floppy disc when doing that. I am stumped and need help. Thanks ahead of time, hgsnvns
 
You must set your BIOS to boot from the XP installation CD. You can then
format, repair, or do a clean installation.

i dont know about your floppy drive issue, but here is an easy way to reinstall win XP.

Put your CD in and run the setup file at some point you will be asked to choose the type of installation. You will have two choices new and some other thing. Select that other thing and you will be allright.
