How do I reinstall Windows Explorer (files/folders)

Hopefully someone knows:
How to reinstall the program Windows Explorer (explorer.exe)?
 
To what end? You can expand a new copy from your installation media or a
service pack file. Whichever is newer.

I agree. Your desired end result is not clear at all. You can expand a new
copy from the Windows XP install CD-Rom.

From a command prompt you can expand the files. An example;

expand E:\I386\explorer.ex_ %systemroot%\explorer.exe
would expand a new copy to the windows directory.

Also you'll want to use the correct version for the service pack level
you're at. So you may need to extract the file from a service pack.

To extract the service pack files without installing them, execute
J:\XPSP2\WindowsXP-KB835935-SP2-ENU.exe /x
Then when prompted, specify a directory to hold the extracted files.

It is not Internet Explorer but Explorer.

I'm wondering if this is a solution to a recurring problem I have with
explorer.exe going to app. 80% cpu use and taking the entire cpu use to 100%.
This occurs almost always when I open a Word 2007 doc, occurs sometimes when
I open an Excel or Powerpoint 2007 file, and sometimes when downloading files
with Firefox or IE and selecting where to save them. On the other hand, it
never happens when I open files associated with non-Microsoft applications,
like PDF's.

XP SP3 is installed, as are the latest Office 2007 updates.

This has been going on for months, even when I was at SP2 and using
Word/Excel/PPT 2000. I've tried various solutions I found online, nothing
has worked. I'm wondering if reinstalling explorer.exe is the only answer.
If so, I'm not sure how to do this as I have an XP SP2 CD (for a different
pc), so how do I install it from the SP3 installation?
