How do I reinstall DLL files related to Service Pack update

My system started locking up and doing a physical memory
dump after installing Windows 200 service pack 4 update.
It runs fine for awhile and then crashes . I have checked
the hard drive and its ok i.e. very few bad sectors . I
ran Norton Utilities and here is the result of Windoctor
test :

"C:\Program Files\Common
Files\InstallShield\Professional\RunTime\0701\Intel32
\DotNetInstaller.exe" cannot access a necessary
file, "mscoree.dll."

How do I reinstall this DLL file for service pack #4 ?
Could this be what's causing my system problems ??
