How do I recreate my deleted certificate or add properties to it?

I deleted my certificate and tried to put it back in the tools setting of
internet explorer.
When I view the properties of my certificate it says file recovery. I
deleted it because it had only one property and was not useful in helping me
when taking a class on the internet.
I tried to install a new certificate but I got the following:
Windows cannot find certification authority that will process the request.

(Pulling hair out) What on earth do I do so I can take my internet course
and not be told my access is forbidden? Help?

Right-click on the certificate file and choose Install. This will add it to
the local certificate store. You should be able to view it by opening the
MMC and adding the Certificates snapin -- look in computer certificates.

The catch is that it will need to be able to find the Certificate Authority
as one of the trusted CAs. If it is not one of the defaults like Thawte or
Microsoft, you'll need to request and install the certificate chain for the
issuing CA. You'll need to talk to the source of the certificate to get
that file. (If its on a local 2k/2k3 server and you have credentials, you
can get it from http://<CAServerName>/certsrv)
 
Actually I'm not sure now. When I got to user and passwords to add a
certificate, it says it cannot find a certifcate authority to process this
request.
I thought this might be why I was having a problem with an online class I
was taking, but I think it is now a different reason.
