How do I rebuild the SYS folder and the policies from scratch?

Because of serveral problems during an upgrade to a
Windows 2000 domain, the domain controller security
policy never got built and I don't trust the few things
are are in the SYSVOL directory.

How do I rebuild the SYS folder and the policies from
scratch?
