After a "restore?" Explain what you mean and why you needed to resort to a
system restore to solve a problem.
Did you keep track of the changes you made to your Outlook installation
after the last restore point? A system restore would not reset the
connection to your Outlook Data File unless you had changed it after the
last restore point.

all i know is that i ran a complete computer restore and my window is no
longer on drive c it is on new drive E:\...... and i exported the contacts as
a excel and access database table.

and i also kept the outlook DATAfile...and i thought that i where my
personal folders would be at ... but i have no luck.. i have worked on this
for a day or so..

I see. Well these are certainly some serious issues. Why you needed to run a
complete system restore and why "my window" (whatever that means) was
switched to a different drive is hardly an Outlook issue.
If you had saved an Outlook Data File correctly, it would contain your
Personal Folders. You seem to be dealing with far more serious operating
system issues which you have not elucidated and are not within the purview
of this group.
