How do I re-enable VbScripting ?

I cannot get Outlook 2003 to perform properly with stationery from Cloudeight
due to the following reason and I would like to know how to re-enable the
ability for Vb Scripting.

Note: If you installed the Outlook security patch that restricts scripting,
your stationery will not scroll. We use VbScripting for the scroll. You will
have to contact Microsoft for information on how to re-enable the ability for
VbScripting. We do not offer support on this.

Outlook (and most other email programs) by default does not support running script in HTML-format messages, and you certainly cannot control whether the recipient will have an email program with scripting turned on. Sounds like this stationery may not be suitable for use with modern email programs.
