How do I put IE Favorites in Outlook 2003?

In Outlook '97 People could list their IE favourites as a button.

Now it seems this is impossible, I can get the favourites button in Word,
but not in outlook 2003, if anyone knows how to do this a walk through would
be greatly appreciated.
 
Same as before;
View-> Toolbars-> Customize-> tab Commands-> category Menu Bar-> Command
