How do I properly archive a "bcc" message?

Bottom Line: My regulatory archives don't show any "To" field for messages
sent to the recipient when that recipient was solely bcc'd.

Details: To meet regulatory requirements for archiving e-mail, our ISP sends
a copy of all corporate e-mail to a dedicated e-mail account "AllEmail". We
don't use exchange server; each employee runs outlook locally. The problem is
that when an employee receives a bcc email, the copy appearing in AllEmail
appears without the employee's name. This makes tracking such employee email
impossible. Any workarounds? Suggestions? Solutions?
 
The isp will need to run a SMTP script setting the recipient address in an
x-header. I use one from vamsoft.com, but it's for windows only.
