If you're using XP, Kelly has a downloadable fix at line 101, left:
"prevent IE history being removed" which sounds as though it might be
what you want. There is also a separate "undo".

As long as you have admin rights to the box, you can go to
a mmc snap-in and select group policy (control panel).
Change to disable clearing ie history there.
