how do I place a graphic/picture behind a footer

Hi, I'm using Word 2000 and am a relative newbie to Word, I have a document
which I want to have a background picture and also a footer in, it seems that
the footer defaults to the back, therefore even sending the picture to back
never takes it past the footer layer, is what I am asking acheivable or
should I give up now?

Well, perhaps the first thing to do is to post to the correct newsgroup. You
posted to a newsgroup for Microsoft Access (the Database program). Try
posting to

microsoft.public.word.docmanagement

instead and you might get better assistance. Good luck on getting a
solution to your issue. I know how hard it can be sometimes to figure those
things out.
