How do I permanently delete all macros from within Excel template?

Every time I open the template, I get prompted to Disable or Enable the
macros. I've gone into Tools > Macro > Macros and deleted all of the macros
list there - but it's still showing the message when I open it. Why?!
 
Most likely because you did not remove the module that contained the macros?
In VBA, find the Module, most likely Module1, click on File, Remove Module1,
reply "No" to the question whether to export before deleting, and it will be
removed. Make sure you delete all unwanted modules, if there are more than
just the one!
 
Excel 2003: You need to set your security settings to MEDIUM rather than
HIGH. This will allow the macros not to be disabled. even if you have no
macros. Sometimes if you used to have macros, the file iwll still register
them at file open. Bug.

Excel 2007: Go to the Trust Center and configure.
