The built in rule states "...containing adult content...
which is apparently driven by bult in filters as described
in Filter.txt. I'm have good email processed by the adult
content senders rule even though the sender is on my
exception list and not in the "Adult Content Senders.txt"
file.

Where is the filter msnaged and how do I manage it?

Is it practical to write code to read the adult senders
file duplicating the built in feature without the "looks
like" filter.

I have a lot invested in the rule based system and it
works really well and quick except it filters good stuff.
Also, some of the filters I saw use an internet database
to determine spam. I cannot expose my systems to the
internet each time an email comes in.

The filter is built-in and can't be modified. It's also
rather outdated. I don't recommend using it, given so many
good anti-spam tools now available for Outlook; see
