Start> Help and Support: Type "net send" without the quotes in the search
box. Select "Net send" from the search results (in the Full Text section)
to view a page explaining its use.

If you want to use command line net send, yes.
you need type command in Command prompt.
If you type net send /? in command prompt,
you can see help file of net send.

Are you talking about the Net Send command? Open a command prompt
window and type
net send /?
to get help on using it.
You may prefer to do this with a windowed application, rather
than using the command line. There are several freeware/shareware
choices which can do this. I use a little freeware program called
NetHail that works well for me. You can get it at
http://www.nethail.com/
