how do I make a power point for "view only"

Save it as a PowerPoint Show .PPS file.

Setting a modify password in tools > options . security (xp onwards ) is the
safest way but your clients will get a slightly confusing message box when
they open.

Another option is placing a large (larger than the slide) transparent
rectangle on the master slide(s) with an exit animation "with previous".
Easily removed by the knowledgable but will fool a lot of folk!

Its early in the UK!! You need to paste that shape onto each slide NOT the
master.
