how do I make a picture slowly appear on my web page

I want to make a photo appear slowly, say 3-4 seconds before it is fully
visible, on my web page.
I am using frontpage 2003, am new to this web page thing and do not know
coding.
Pretty much a beginner that is flying by the seat of his pants.
Help please.
 
Here is what i found:

Open the DHTML Effects toolbar by: On the View menu, point to Toolbars, and
then click DHTML Effects.

1. On the View menu, point to Toolbars, and then click DHTML Effects.
2. Select the element to which you want to add an animation effect.
3. On the DHTML Effects toolbar, in the On box, click the event that will
activate the animation effect you want. For example, click Double click if
you want the animation to start when the element is double-clicked.
4. In the Apply box, click the effect you want.
5. In the box to the right of the Apply box, click the setting that you want
for the effect.

However, that will only work in Internet Explorer.

About the only way to do it so it works in all browsers is with an interlaced gif image.
( I think "interlaced" is the correct term )

There's a way to do it using filters and transitions, but they only work in Internet Explorer.
