How do I make a picture look like a torn page in Power Point?

Use the big space to give more information as to what you want to accomplish
as well as your operating system and version of PPT you are using. A Google
search would probably also accomplish what you are asking about here.

PPT won't generally do what you want, most of the time you need an image
editor to create the effect.
