How do I make a link open in a program rather than a my browser?

I'm using Word 2003 as a web editor for a works website. I want to set my
hyperlinks to pictures that open in Microsoft fax viewer rather than opening
in the browser. How do I do this.
 
Word is a very poor choice of web editor, but in any case, the application
that responds to a particular file type is a local user Windows setting and
not something that you can change from the web page.
