How do I make a Blank Page I have layed out into a Theme?

If you mean "make it into a template" save as a Dynamic Web Template
(.dwt) (FP2003)
Add editable regions as required for the page content and unique meta
tags (<title>, <description>, and styles used on individual pages.

If you really mean theme, then forget the page. Use Format theme,
choose a theme and customise it, using your images and fonts.
 
You don't make a page a theme
- you can save the page as a Template and reuse it
(or better still save it as a Dynamic Web Template w/ editable regions for the areas that change on each page)

If you want to create a new theme use
Format Theme
Select any theme (blank is the cleanest one to modify)
Select Modify/Customize
When done w/ your changes Save as a new theme name

What I understand from your post is that eventhough I have a template I've
created, this template cannot be made into a Theme such that I can apply it
to the entire site.

You suggest I find a theme, such as Blank, and choose Customize. Note that
I didn't see a way to choose Modify/Customize. If I right click on an Theme,
I see a customize feature. Is this the same thing?

Problem is that the Customize feature doens't allow me to change the 'look'
of that Them. Customise allows me to change the Font's, colors, etc. but I
need to add to it the way the page looks with my tables, company logo, and
nav menus.

The site I'm working on is www.modernandcontemporaryfurniture.com. You'll
see the main page has a Logo at the top left and navagation buttons along the
left, top and bottom. I need to make this page the Theme.

The remainder of the site is already complete but the customer asked me to
change the look to reflect this page. So, if I can make a new Theme, I can
apply it globally.

Maybe there's some way this Theme thing works that I don't understand?
 
Then you don't want / need a theme
(which only affects appearance items)
You are talking about a page layout
- so you need to create a custom template page or better still a Dynamic Web Template

Then you don't need a theme, you need a template, or possibly a template
AND a theme.

The template sets the layout for each page including logos and
navigation bars, and boilerplate text (that is text and images that
appear on every page), the theme sets the fonts and colours (and if you
use FrontPage navigation bars the theme sets the graphics for the nav.
bars)

If you have FP2003 then read up on Dynamic Web Templates (for layout)
and customising themes (for fonts and nav bar graphics.)

If he doesn't have FP2003 it should be possible to start from a basic layout
page, immediately use SAVE AS to create a specific page, then change the
page "title" and apply all the customizations to the page. If he is doing
it that way, I would seriously consider using an externally linked .CSS file
to help standardize the look.....
