How do I lock toolbars in Outlook 2003?

I've read several previous posts, and it seems this feature is not yet in
Outlook. I also noted that such an improvement has marked with relatively
low priority.
To the PM & Dev team responsible for Outlook at MS, I strongly encourage you
to reconsider this prioritization, and move the feature up to a 'must-do.'
Although a seemingly insignificant point - and one that is made more
complicated with third party plug-ins - this is a major usability issue.
Consider that many of your users, and indeed most of us who know your
applications fairly well, will add and move toolbars. As other Microsoft
products have set the users expectation that toolbars can be locked into
place, that lack of this feature in Outlook sticks out like sore thumb.

Unfortunately, you need to preach to the folks who make the add-ins.
Outlook is unlike any other Office product in that its toolbars change with
the folder windows that you are in so locking them would be
counter-productive. The other Office programs do not have this issue since
they use a standard window for everything.

Instead, the 3rd party add-in programmers need to learn how to make their
add-ins behave and not mess up toolbars.

Even better; the next version of Office won't have Toolbars, as they are
known today, at all! They are completely redesigning the way the options are
accessible.
