How do I lock the system tray?

I need to lock the system tray in Win 2000 so that no one
can launch applications from it.
The computer will be in a public environment and before
the application runs in full screen anyone can double
click on the icons for a second with the Touch Screen.
There is no keyboard for the public, only the touch screen.

The system tray, as in that little icon area by the system clock?

You can't prevent people from double clicking icons that are put there. Your
solution should be to ensure no programs put icons in the system tray to
begin with.

Change the default shell from explorer.exe to yourapp.exe:
run gpedit.msc, user configuration, system, custom user
interface: enable and set yourapp.exe.
Explorer.exe is windows' default shell; it is it that
displays the desktop icons, taskbar, systray and etc.
Replacing it with your app will have windows not display
the default interface and start directly into your app.
You might want to configure a few other policies (like
disable taskmanager, etc).
