How do I lock down IE toolbars?

Is there a way to lock down Internet Explorer's toolbars
from a user being able to access the Connections tab? I'm
trying to lock out users on the plant floor from goofing
off while at work. I'm running both 98SE and 2000
currently. Any help would be greatly appreciated!
 
Use the Group policy editor
%windir%\system32\gpedit.msc
User Config\Admin Templates\Windows Components\IE\IE Control Panel
