When I open or restore a document in Word or Excel, different toolbars like
Reviewing, Web, PDF, etc. keep popping up. Is there a setting I can use to
keep this from happening? I customized my Standard and Formatting toolbars
and would like to keep those only unless I choose others.

For those you specifically mention, see these articles:

These are for Word. For Excel, you'll need to post your question in an Excel
newsgroup.
