How do I keep line one from scrolling in excel?

If you want to freeze the entire first row, with your cursor in Cell A1,
click on Windows|Freeze panes.

If you move your cursor to say C1 before doing this, not only will your
first row remain visible, but also Cols A-B will always remain visible (if
you scrool to the right)
 
Selecting A1 and Freeze Panes will freeze panes in the center of the window.

Not what OP asked for.

Select A2 to freeze row 1.

Select B2 to freeze row 1 and column A.

Everything above and to the left of selected cell will be frozen.
